Philipp Lutscher

Philipp M. Lutscher is a senior researcher at the Bavarian Research Institute for Digital Transformation. Before that, Philipp was a postdoctoral researcher on the ERC-funded Emergence, Life and Demise of Autocratic Regimes (ELDAR) at the University of Oslo. His main research focuses on the use and impact of digital technologies such as online censorship, propaganda and cyberattacks with an emphasis on authoritarian regimes. In more recent work, he has become increasingly interested in how these and other digital technologies are used in democracies too.
